I would say upstate NY. Buffalo already had snow this year! I rather live where there is alot of snow. I love when it snows alot and you can't go anywhere. Forces you to take a break from a hectic life and relax and enjoy the season without having to worry about rushing around to get a job done.

West Virginia. I was born there and I remember some of the winters. At times it gets to -20. When you walk outside, it's painful to breathe.

I live in minnesota, and yes, we get terrible winters.. In the retrospective we get super hot summers that make you wish it were winter. But really, i'd guess that any state on or near the border with canada would have crappy winters

Aside from the obvious-Alaska with it's permafrost & sunless Winters-North Dakota gets REAL cold. One of my pet theories is that is why so many Russian families have moved there- the Winters remind them of home.
