It means that it doesn't matter who votes for a candidate, it matters who is recording the votes matter more. In other words, if you have people on 'your side' that are counting the votes, they can mis-count in order for you to win the votes. So, it doesn't matter who you really vote for when you have corrupt people working in the system counting the votes.

Basically, all it means is that whatever the people may have voted, the vote counters cans dismiss by simply altering the count. just look back at what happened when GWB was first elected and how the votes were challenged, re-counted, over and over. It simply proves that how the votes are counted can have at least as much effect as did the voters in the first place.

It means that the power lies in the person counting (and possibly exaggerating or suppressing) the votes instead of the people casting the votes. If you have a corrupt system that tallies people's votes and favors some candidates over others, they they are the ones who have the real power, not the voters.
