If you believe in God, even a lazy or indifferent one, you're not an atheist.
I agree that God is inactive in the sense that He doesn't actively participate in the world & hasn't for some time. That doesn't make Him evil. It doesn't mean He doesn't care. God gave us freewill. If He's going to step in everytime we screw up then we're just puppets on a string & what's the point of that? We all get to choose between good & evil. That's the deal. Life is a test. The afterlife is the reward/punishment for how we've conducted ourselves in life. Sometimes it may appear that evil people triumph & good people suffer. Don't worry, they won't for long. This life is pretty brief (maybe 100 years at best?) The afterlife is eternity. I'd rather be happy for an eternity in Heaven.
Anyway, a little healthy curiosity & questioning never hurt anyone! You're not an atheist. You're a little ambivalent. Maybe an agnostic (not sure, on the fence about God, kind of believe, kind of don't, would like more proof?) Atheists don't believe there is a God. Period. They don't believe in an afterlife. They believe in only the tangible, what they can see, hear, touch. They have no faith in anything beyond. I find that sad & bleak myself but everyone is entitled to believe (or disbelieve) what they choose. It's pointless to argue with them because I don't think you can convince someone to have faith. It's like rhythm, you've got it or you don't! Unless God points a giant hand down from the sky & shouts "Hey atheist! Wake up!" I don't think they can be convinced. Heck, even then they may find some scientific explanation to discount it, or dismiss it as a delusion...

What you state is neither agnosticism nor atheism. All you are saying is that God does not intervene in current events. Basically, you are saying that God created the world in six days and now is vacationing in Miami.
But you mention a point that is interesting to me, the possibility that God is evil. I look at this from an entirely Buddhist standpoint.
1. Nothing is, everything is in a state of becoming.
2. Everything is made up of a thing and its diametrical opposite. Thus you have Yin and Yang. God cannot exist without Satan, one is predicated on the other. Without eternal good, you can't have eternal evil. Without black, you cannot have white. Everything is a combination of opposites.
Can God defeat Satan in a final battle - in my opinion the answer is NO. God created Satan, or they were co-created at the same time, and the elimination of one dictates the elimination of the other.

I don't think the universe or anything in this universe listens, so we can say "hey, yo, universe! I gotta pay my bills! help me out!" Well, we can, and if we think it will help us and we start doing stuff like cause we believe that bill will get paid and then the bill does/doesn't get paid we can tell ourselves 'oh, that's cause the universe likes/doesn't like me.
But, reallly, why play such mind games on ourselves? if we need heat, go to where heat is or interact with things that have produced heat for us in the past. invent it. buy heat making things. we are very much in communication with reality, so, everything we do is prayer and the results are the reaction of the universe with our intention.
Trouble comes with trying to ascribe to the universe a personality, a human like thing, for something so infinite and, quite frankly, god like. A thing that cannot consider it's infinite self because it is so busy BEING that self is quite an insignificant topic.
That's our jobs, i think. We are small enough to wonder "hey, what am I? What do I do? What is my relationship to this and that." If there is a maker, I bet that's what it made us for.
What would it mean not to encompass everything, but to be isolated and not have immediate access to the infinite information of ultimate being? Oh, that's an ant, that's a worm, that's a monkey, that's a man.
Does a stone have access because it does not have consciousness? Does consciousness of self automatically disconnect us from complete information? Maybe I should post this question elsewhere... yep. i will. i will.

That's deism. You're on a slippery slope to atheism though. If you keep thinking rationally the way you are, you will be an atheist soon. Although you might decide to call yourself an agnostic to avoid the stigma of the word atheist, but that's not very important. The important thing is that a large percentage of the world's population thinks you're going to hell. lol. Sorry, I had to get that in. There's nothing wrong with deism. You might just want to put down roots right where you're at.

In Kurt Vonnegut's novel "The Sirens of Titan" there is a reference to a religion called "The Church of God the Utterly Indifferent". According to this religion God doesn't hate people and God doesn't love people. In short, He doesn't give a **** one way or the other about people. This explains why someone who has devoted their life to doing good deeds could be horrifically tortured and killed while a murderous dictator could lead a life of luxury and die peacefully in his sleep at the age of 93. Doesn't always happen this way but, alas, God doesn't much care. As I get older I'm inclined to lean towards this perception of God if, in fact, there is a deity watching over things here on earth. I don't think this is atheism and from what you've written I don't think that is atheism.

I don't really care what you think you should be, but I think your philosophical highness should at least consult a dictionary. The mere fact that you believe a higher being, let alone God, created all life on this planet means you're as christian as any christian is.
All that randomness and shi!t is clouding your mind. Your personal experiences about God will never approve or disprove anything, because you're actually doubting His motives.
But alas, I think no form of logic in its truest sense will enlighten thee. I think what you should ask thyself is whether you want to be an atheist or not.
I don't think you will believe the truth even if it slaps you in the face. You want to call yourself an atheist. And that's the truth.

You are saying this would be an inactive God.
Inactive describes the God. The fact that you use the word God means you believe it active or inactive.

You answered your own question. Belief in god rules you out as an atheist - an atheist does not believe in any god. Perhaps you're agnostic - you leave open the possibility of a supreme being but don't presribe toa particular organized religion...

No. Atheism is the belief that there are no gods. What you are talking about is called Deism. This is what many of the founding fathers believed as well.
