Your PC is having a fatal error and is set for automatic restart.
When you first turn your PC on start tapping on f8 and pick safe mode. then go to control panel and click on system.,,,on this screen click the advanced tab....In the bottom field click settings...in the middle field uncheck automatic restart,...Now you will be able to find what your problem is.

Some operating systems, including Windows XP, will not allow you to format a drive in FAT32 mode any larger than 32GB. You can read the official article from Microsoft I included as a source. I ran into this problem years ago. What I did at that time was ran the FDISK utility and partitioned my hard drive (which was a 40GB) into a C: logical drive that was 8GB and a D: logical drive that was 32GB in size. However, now Windows offers the ability to format the drive in NTFS mode instead of FAT32. I did that on my more recent drives and have had no problems ever since. Keep in mind that if you have older software that still runs in DOS mode, you may run into problems using NTFS formatted drives. Windows XP does not seem to handle the older software well.

Hey my friend i wouldnt think is the hard disk problem, that is more like a RAM problem is for sure a hardware problem. There are a lot of ways to resolve this problem... when you format the HDD try to FDISK it first then remove any hardware attach take the modem, nic anything there and format snad reload the o/s only with video card hard drive and ram, if stil gives u the same blue problem try to take one of the memory sticks out and only leave one..like i said is tricky. if it works when modem or nic or any other device is out start by going one by one until u figure out, e-mail for mor ehelp.

Tell me what size is the hard drive?
What speed is the CPU?
What OS are you using?
Does the hard drive sound like it is trying to access (when the computer starts it does a POST and then it accesses the hard drive) to load the OS, you should hear the HD making some noise?
Did you change any jumpers on the drive or are you sure that the cable in all the way in on the HD and mother board?
As far as hard drives I like Seagate and Maxtor.

try useing a Disk Manger to check you HDD you can download from the Samsung web site. this will let you know was is real problem with you HDD. and also check your RAM also may be there is problem with you RAM also. try put your RAM in diffrent Slot and see

I think it is a RAM problem.
normally it is a windows problem
But you said you already formated but the problem remain so it is the RAM

May be the problem is with one of your hardware.Check your Hardware.Mostly the problem is not with the Hard Disk.
