Lots of reasons for it to be illegal. First is the distraction to other drivers it causes.
Second the roads are public, children are riding in cars; do you want them to see naked people? That is totally wrong.
The third reason may not affect you directly, but it might. That is multi-tasking. If you smoke while driving, how often do you drop your cig into your lap? Or end up with hot ashes on you? Do you eat while driving? Ever spill on yourself? It is ten times worse when its hot coffee. I will rest my case there.

I know legally you are supposed to have footwear on to drive.
And I'm sure that driving around would be considered in the public realm, so you should throw some boxers on at least.
