You can go to graduate school for anything you want. However, in order to be accepted to a good engineering graduate program, you'll need to have good grades in undergraduate science and engineering courses. If you haven't taken any, or if it's been a while since you were an undergraduate, you may want to take a few appropriate courses before applying to an engineering graduate school.

You can in fact get a masters. You, however, need a high gpa and related courses (ie math, sciences) as outlined by previous post. Also, a high GRE. However, it depends solely on the school. They may accept you as a post-undergrad which means you will need to take the math/sciences with good grades in order for them to then accept you into their program. It is almost like time to prove to the engineering department you can handle their program.

Yes, but you will need to ensure that you have the following pre-requisites:
1. Math classes through Differential Equations/Linear Algebra
2. 2 Physics Classes (Mechanics and Electricity/Optics)
3. 2 Chemistry classes for science majors
4. Very good scores on the GRE (especially the math portion since your undergrad degree was in lib. arts).
Once you have these things, you may be able to start taking some classes. If you do well in a few of the introductory courses (you may need to take some undergrad classes), talk to the admissions office on how you can matriculate.
