It represents a large portion of the water available to the southwest and southern California. Lots of people need lots of water, and this region doesn't have much water other than the Colorado River drainage.

Considering the fact that the Colorado no longer runs to its mouth at the head of the Gulf of California in most years (it's all diverted), Mexico and California are party of an international treaty that defines how much water the Imperial Valley of Mexico receives.

It's the fresh water source for the cities in the south western US, including LA, San Diego, Las Vegas, Phoenix, Tempe,...that's alot of folks, and when they get together, alot of force!
