I think lack of basic edication, lack of discipline are the main reasons.

Because the 1st President
is from Bihar, who did nothing for
the state.
Several PMs were from UP, who
ruined the UP and the country.
The leaders from these states
have made a mess of the country
and those states in particular.
When they come to Delhi, they
ignore their states,
It is now the turn of Punjab and the
PM is not willing to take actions
against the killers of Anti Sikh Riots.
The leaders are crooks in India.
They do not love their country.

The states of UP and Bihar have not progressed up to the mark because of the Illiteracy and poverty. Everything else is due to the same.
