You have to look and see if it has dotted lines across it,if not then you just have the toolbar locked. Click on an empty section, I think you right-click it, and you'll get a box to unlock it. Then all you do is click without letting the button up and drag it back down. You Know you can place it on any side or top or bottom you want? Don't worry, its cool.

By default, the Toolbar is docked at the top of the screen. You can move this easily by clicking and dragging the toolbar - it can be docked on any side of the screen.
"Grab" the toolbar by clicking on the double lines on the left side of the toolbar. Now you can drag the toolbar to any side of the screen.
To move a toolbar:
Click anywhere on the toolbar that is not a button, and continue to hold down the mouse button.
Drag the toolbar to anywhere on the screen.
If you want to dock it (fix it in place), move it to the edge of the Remedy User main window.
Release the mouse button.
To move a toolbar to the edge of the screen, without docking it:
Press Ctrl, and follow the above steps.
To return the toolbar to its original position:
Double-click the toolbar.
It snaps back to its original position in the main win

You may have to right click on the toolbar and go to properties the un-check the lock toolbar option. After that you should be able to move it anywhere you want. And to keep it from moving accidentally just right click and recheck the lock toolbar.

if it is locked into place (you dont see a little light blue inset on the top that you click and drage to make bigger-smaller, click right on an empty part of the taskpar and select Taskbar properties, in there uncheck unlock, or sosomething close to that, I cant eemember exactly, a blue line will appear atop the taskbar. Click and drag this tword the bottom of the scren, then recheck the Locked box.

just pick it up on the bottom corner and drag it down in a 90 degree swirl ( like drawing a quarter circle) Then once its is back right click on the toolbar and lock the taskbar

Yeah, what they said. That if you're asking about Microsoft Word or something like that, if you mean Windows (like the Start bar) and it just doesn't move, it means it's locked. You can unlock it by right-clicking on it and unselecting "Lock the Taskbar" for example, then you can drag it wherever you want, and lock it again by doing the same procedure.

TAKE THE ARROW on the tool bar-click it-keeping click pressing drag it to the place where it was originally located(horizontally)
