They should be literate in Hindi or the language of their birth, at least.
They should be able to earn a living of some sort.
They should know about sexually transmitted diseases, hygiene, nutrition, and physical fitness.
They should be able to defend their family or at least self from physical assault.
They should know to exercise their right to vote.
They should know some basic ecology, about how energy is derived, how to not poison the water, air, earth, their bodies.

Irrespective of the statistics in India even the poor who work as domestic help educate their children up to high school. But the schools they attend have the local language as medium of instruction and they are very poor in English. So the circle goes on as they find it difficult to get a job and end up with low wage job and remain poor. Middle class and up are highly educated while there are few stray cases in which inspite of providing good education facilities by parents children remain school or college dropouts. Indian parents spend majority of their income in educating their childrent up to college and technical levels.
