I am looking for a word having meaning of "fill out", other than 'complete'.

The word is used in this context:
Please ...... (fill out) the application form.

There are a number of words that can take the place of 'fill out':

finish....
conclude....
accomplish....
execute....
fulfill...

All good words; but why use something other than 'complete'? It seems to do the job just fine.

fill in is the only other acceptable choice in your situation besides complete and fill out.
