Windows isn't the first OS. Once upon a time, there were various other OSes, all of them are, though, text-based OS. These OSes are simple OSes (at that time, there was no Internet, no LAN, no Printer, no Scanner, no everything, just a machine that can calculate and a teletype display), so simple that they can be built in machine language. At this time, almost noone, except the most smart guys in the universities or governments can use computers, even if they have the money for it.
Slowly, people add more features to their OSes, more and more, that the features list start to build up, and one of them is the feature to automate the creation of machine code, that is simple programming code.
The development of this automation enables people to develop a more complex OS. And this process repeats itself, a better OS enables more people to use computer, and better language enable the creation of a much better language, which would enable the creation of a much much much better language, all of them contributes slowly in the creation of a better OS.
This process takes more than half centuries, computers are not made in a single day, you know.
FYI: Microsoft Windows started as a DOS (Disk Operating System, a text based OS too). Then they follows the lead of Macintosh, that is using a windowed system, which follows from AmigaOS, that is the first GUI-based OS.
So those pretty OS we see nowadays is the slow but sure improvement of for a very long process of improvement. You can't make a mountain out of a molehill in one day, but one day, it would turn into a mountain.
SO IN SHORT: No, they aren't made in computer code. I'm not sure what language they use, but I'm quite confident it's not made in a single language, and computer code (as assembly code) might have been one of those languages.
And I'm betting my life XP is not created with .NET, they devised .NET AFTER they released XP. I can't say the same about Vista, although I can't say the otherwise.

Microsoft Windows isn't the only operating system for personal computers, or even the best... it's just the best-marketed. Its inconsistent behavior and the interface that changes with every version are the main reasons people find computers difficult to use. Microsoft adds new bells and whistles in each release, and claims that this time they've solved the countless problems in the previous versions... but the hype is never really fulfilled. The upgrade prices are blatant, documented gouging, which serve primarily to keep the cash flowing to Microsoft to subsidize their efforts to take over other markets. And a slew of intrusive "features" in the recent versions benefit Microsoft at the expensive of both your privacy and your freedom. So rather than switching to Windows Vista (when it finally ships), consider switching to something better. There's an exciting array of interesting operating systems out there, and the overall quality of them is stronger than ever.

Heck no, not machine language. That would take forever. Windows, I think, IS in C++, or something .NET. It uses an object -oriented programming language so it couldn't be machine language. How was it made? It was very difficult (I imagine) and took years to complete.

Consider how long it took to code Vista. I think they started coding Vista since the release of XP.
