Does anyone have any ideas on what is best to use, I don't know what the former owners were thinking but it's currently wood. We obviously want vinyl or something similar & want to install it before we put on siding.

Vinyl is good and is a cheaper way to go but in the long run gets damaged very easily. If you have high winds in your area it can get blown in or off unless you use rebar to hold it in place. Also when you weed eat around your home you can damage the vinyl if you get to close. Around our home we have what is called Hardy Board. It comes in several different colors to match your home and make it look more like a home then a trailer. Hardy board is a sturdy concrete material that is easy to work with. Make sure you have someone installing your skirting with the proper tools so you dont end up spending extra money to replace and repair it a year down the road. Call your local sales lots. They usually have contracters that are very reasonable. The whole job only takes about 2 hours to complete. But wood is a no no. You also want to make sure you have proper vents instaled in the skirting to keep your underside insaltation from sweating and falling apart.

I am moving into a new mobile home park. All the homes have to be above ground with with skirting. The skirting must be high grade aluminum, vinyl or other materials. I chose to go with the vinyl. I have used wood, aluminum and vinyl. I have found the vinyl to be more durable with less maintenance. Hope I have been of some help to you.

After reading this though I was thinking that it might be better to go ahead and replace the siding first since it seems like it would be easier to match the skirting to the siding than trying to match the siding to the skirting.

Also, replacing the siding will be much more expensive than the skirting. If you run short on money you should leave the less expensive and easier to do-it-yourself project for last.

Yeah wood is an awful idea. Termites.
Bricks, alluminum, metal poles (picture bunk bed raillings cut into sections, use a "self screwing" screw, and screw them to the home, and anchor in ground, viynl (they have all sorts of colors and designs - even brick looking ones)

MOST USE VINYL YES.
WOOD IS A NO NO.

BRICK AND BLOCK IS BEST OVERALL.
