All bodies of water have waves, but not all waves are surf-able. First, a wave has to be large enough to have the energy to carry a person (and presumably a board) some distance. Secondly, the wave must have a smooth shape so that the rider can slide "downhill" on the wave. This shape is determined by a combination of the wave height, speed, and interval along with the contour of the ocean bottom and the prevailing wind. A lot of factors? That's why people travel long distances to ideal surf spots - not every beach is so good. Also, every surf spot (called a break) has an ideal range of wave height. Too small, no wave; too big, all mush. The "perfect" wave is tubular in shape, which is to say that an off-the-shore wind holds the top of the wave up so that it curls over. Although perfect tubes are quite rare, almost any surfing spot will have tubes with just the right conditions. The most famous tubular wave is the "Pipeline" on the North Shore of the island of Oahu in Hawaii. At that location waves rise quickly on a shallow coral reef and are shaped by predictable trade winds. Once again, the waves must be the right height, in that particular location ten to fifteen feet. Probably more than you wanted to know, but hope this helps.
