I have recently seen a banner hanging in the window of a house, visible to passers-by. It is about a foot wide horizontally and two feet long vertically. There is a wide red border (about 2 inches wide) around the edge of the banner. Inside the border it is white, except for a blue five-pointed star at the exact center of the banner. There is gold fringe hanging from the bottom of the banner. Does the banner represent anything special, or is it just decorative?

No, it is NOT just decorative. Having a blue star banner in your window shows that you have a family member serving in the armed forces. Can be used in peace time, but mainly used during war-time. So people know that your loved one(s) are overseas.
Gold star banners means that their loved one died during the war.
