There are some interesting WRONG answers to this question....I am an avid TJ Maxx, Ross, Nordstrom Rack shopper and let me give you the scoop (also, I can afford to buy the clothes at the stores that sell them and often do that too)......
TJ Maxx gets seconds from other stores. They sometimes have flaws, yes, but more often then not they are just things that people have returned way after that season is over, or leftovers of things that didn't sell. That doesn't mean they are out of style. Last season in retail terms often means the season we are in right now. They order their stuff 3-6 months in advance and clear it out before the season actually ends (thats why we get Christmas displays in October).
You do have to do a lot of searching at these stores though to find the brand names, because of course that's what everyone wants. I have found abercrombie and hollister there, as well as Roxy, BCBG, Coach, Franco Sarto, Studio Max, American Eagle, and just recently I even found a Dolce and Gabbana handbag there for just $100! (they retail anywhere from $300-2000!).

Yes, but since they are very popular brands, you have to look very hard. SOmetimes the store isnt well organized, and you have to dig all over the place. But when you finally find the right thing in the right size, you get to look all pretty.
CLothes from stores like tj maxx usually have a flaw, such as a rip or a stain. Also, a lot of their clothes are out of season.

its a giant store where people who returned things, or are a weird fit , the stuff goes there, yes they do sell things from there, but its like one giant luck find, those brands go quickly so you would need to ask the place when they get their next shipment in, and go at that time if you want the best luck in finding it. They sell all brands, from all different sorts of places, but you have to be quick and lucky in finding them.

sure - if you look hard enough and have good enough luck I bet you could find something there!
Ross and Marshalls are other good stores like that.

umm no! just go to a hollister or abercrombie store! if you cant afford it then just buy things that are in your budget or wait til they go on sale

No offense...kind of pathetic that you think you need to be all "cool" (which you arent anyway) by having these brands and you cant even buy them at the real stores anyway
