Either adjust your monitors dimensions using the buttons on the monitor. Or right click the desktop and select properties then go to settings and change your resolution or perhaps you may need to resize the window that the picture is in.
Either of the 3 above could be your problem.

That must be a CRT monitor. There could be three reasons for why it has happened.
ONE: The setting of monitor display got changed manually, when some kids/some body presses the buttons at the down-right corner of the monitor's plastic frame or else on the bottom-right side. These buttons are sometimes these are shown as a button for brightness control, a button for contrast control a button for horizontal pincontrol and a button for vertical pin control. These pin control buttons are the ones you need to adjust. Just press them and you will see your display will be adjusted. Pin control buttons can be identified with a small picture above them, which look like a rectangle with two sides straight and the other two sides oval.
Or some times only three or four buttons will be there on your monitor, they are named as menu, + and - and select. When you press menu, you will see different options on your screen. Brightness, Contrast, etc. Then press select and just press +, - to adjust different parameters.
TWO: Your monitor got faulty internally. There will be some magnets, which are glued to the picture tube's deflection yoke. When these magnets come out then also you will experience this problem. These magnets help in correct alignment of the display. For this you need to go to a repair shop. If you are living in US, this is very difficutl to find as CRT monitors are absolate.
THREE: This is also due to internal fault, which you need to go to a repair man. This is due to the fact that the picture tubes leak air into them. (Monitors are filled with vaccum, meaning almost zero air). This makes the electron beams not reach far places on the screen. Repairing for this aspect much complex. The repair man should have a proper vaccum pump to do this and then seal the picture tube.

Dollars to donuts, you've got a CRT monitor (like a TV, rather than an LCD flat panel) that is dieing. You may be able to have it repaired, but its likely less expensive to just get a new one. Generally, you've got about a week before your oval dime becomes a point, and then nothing at all.

I am surprised no one else addressed this possiblility!
Do you have a widescreen monitor?
If not, disregard.
If so, then check the resolution you have it on ... if you are running a resolution size for a standard format monitor (4:3 ratio) on a widescreen monitor, then everything will be stretched horizontally.
The solution is to go to your display properties and set the resolution on the widescreen specs (i.e. 1600x1280). This should resolve the issue.
Take note that many games will only play on standard resolutions, so they wont look right on a widescreen monitor.

besides all the suggestion above. It might cause by teh refresh rate. Try to reduce frequence or reduce resolution.
