it's called "house rules". if you want to play it like that, then go right ahead. just make sure all the players know about any of your house rules before you start playing if you want to avoid arguments. :D
however, if you want to play by the rules of the game, once a draw 4 card is played, the person who has to draw loses their turn and it goes to the person after them. and I think you can only play the draw 4 card when you have no other plays but then again, that might also be a house rule (it's been quite a while since I've played uno, let alone read the rules sheet).

there are different versions of this game and the rules are all different. You can also make up rules for the game as long as all players agree to this. Some different rules include: 1. consecutive draw fours and draw two are allowed to be played on each other until one person doesn't have one resulting in that person picking up the total accumulated cards. 2. the switching 7: anytime you lay down a 7 you are to switch cards with someone 3. the rotating 0: when a 0 is played all cards rotate the direction the cards are being played. These fun variations help so that one player isn't stuck with 27 cards and cannot get rid of them.

In the proper way to play it, if the person before you puts down a draw 4, u have to draw four cards and skip ur turn. The person after you can put down draw four if he wants, tho...
Then again, u can play it any damn way u want...it's ur game...

You can put down another draw 4 down its so the other player can pick 8 cards theres all different ways you can play the game.

No you have to draw 4 which is your turn and the next person goes. You wouldn't be able to put down the draw 4 till your next turn

It only applies to the person to whom it was given. They don't "add" up any more than a draw 2 or other penalty card does.

Yes, it does add up. I've had this discussion with my friends and family countless times but I firmly beleive you doo add them up
keep in mind there are many different ways to play and its only what you prefer
