I believe the admiral was watching from a ship when he saw the first rasing of thr flag over Iwo Jima and said something to that effect because the prevailing thinking was that having the Marines island hopping was too costly. Admiral Halsey was critical using Marines as commandos.

It wasn't an Admiral

It was US Secretary of Navy James Forrestal,,
and it was "..next 500 Years.."

A General ordered the flag to be awared to Forrestal
as a memento of the occasion.

Which PO'd a Colonel,,,who ordered his guys to get the Flag back before Secretary of Navy could get it,,and put another flag in it's place

Thats all part of the "2 Flag on Mt Suribachi" story about Iwo Jima

The "photo op" thing was sorta true,,that was Forrestal's Flag

I don't know, but I think he was speaking for some kind of "photo op", because it sure cannot be true.
