In the Philippines, people generally like people of light-colored skin, it doesn't matter what nationality they are just as long as their skin is white, but they still like people who are 'morenos' and 'morenas'.
Money isn't always the best way to woo her. But if you take her to a nice restaurant instead of a fast food joint than i guess thats plus points for you.
Just be a gentleman, be thoughful, sweet and kind.

Well, I know they like to eat dogs in the Phillipines... So why not kill your neighbor's dog and bring it to her? That might work.
