and the stuff is gone.. so she cant return it.. and her mom is making her go tell the owner or the manager of the store.. what's gonna happen to her?
and what is the best advice i could give to her to say to the manager?

I would think the store manager would be impressed by her honesty if she showed up and admitted the theft. I do not know what Targets policy is on this, but I would imagine if the items monetary value was given back to the store, there would be little if no further action. Although most likely she would have to fill out some forms for target etc. I would think that her age would also be a factor, the younger, the better for something like this.

Why is the stuff gone? Well, the only thing I think she can do is to go to the manager and apoligize for what she did. And explain why she did it. And hopefully come prepared to pay for the merchandise she stole. I don't know if she could do some "community service" and bring carts in or something for the day to pay back the store.

Depends on the manager. He/She may honor her ability to confess and admit her mistake and let her go with a warning or a mild punishment. If he/she sees her as a delinquent, then the manager may call the cops on her.

There are no guarantees they wont make an example of her - BUT - making restitution (repayment) for the goods taken might sway them to not press the matter any further.
