Tools -> Internet Options -> Advanced Tab -> Enable cookies

IE: In the menu bar click on Tools/Internet Options go to "Privacy" tab and move slider. That should do it unless cookies are disabled externally
Firefox: In the menu bar click Tools/Options go to privacy section(Tab) and click on "Cookies" tab in bottom section. Look for check box that says something like "enable cookies blah blah bla"

go to intrenet options, click on privacy, enable the slider to the position to accept cookies.
