I think it's normal if boy aged 12 years old to masturbate. That because some biological changes happened, from children to adolescence.
But the problem is how he manage his desire and his thinking according that action. Sometimes someone just thinks about sex in every time, and disturbs other life activities, such as studying, socializing, etc. If that's happened, it should be reduced or stopped.
Some diseases will occurred if dirty/infectious things are used while masturbate. Such as contaminated soap, friend's sex toys, etc.
But I think it's better to don't masturbate in that age, because many things to do in that age than just only masturbate.

Yes it's normal for boys to masturbate at age 12. You cannot get diseases from masturbating. It's the safest sex there is.

yes, 12 is normal. Some start younger, some later. You can't give yourself a disease.
