1 +0.2r + 0.6 =
1.6 + 0.2r

3) 3*10^4 = 3*10,000 = 30,000, and 4*103 = 412.
Now divide 30,000 by 412 to get their ratio, and then multply that number by 100 to convert to percent difference.
