Or it could be simply due to poor circulation. You may want to try taking herbs which are good for the circulation and see if it improves...ginger, cayenne pepper, etc.
Tingling and numbness are also symptommatic to fibromyalgia or carpal tunnel syndrome.

Not enough blood passing through. no oxygen. See a doctor first.
If you are not too fussy I give you a home medicine.
get 4 garlic pods cut them very thin and put it in a cup. pour boiling water and leave it for half an hour. Drink it before going to bed. do this twice a week. you will feel better. This medicine helps any blood clots and stroke too.

It's called Raynaud's phenomenon. You need to get to the docor right away. It can sometimes be benign, but I have seen it in patients with underlying serious disease such as lupus, an auto-immune disorder. It does relate to the circulation in the hands due to the disease. Also, are you african american? Sickle cell disease can cause blood to clot in the small capillaries of fingers and toes and block circulation to the tips of them.

If it's just tingling, it could be a pinched nerve in your wrist or elbow (carpal or ulnar tunnel syndrome). But with the whiteness, it sounds more like a circulatory problem. Best see a doctor asap...

If you have diabetes it could be from that. Diabetes causes poor circulation. It could also be carpal tunnel. You should definitely see a doctor.
