Look at a local provider - ADSL or Cable are both good.
If you're looking for a new e-mail, I highly recommend Gmail...
Firefox is better than Internet Explorer
Thunderbird is better than Outlook.
http://gmail.com
http://getfirefox.com
http://getthunderbird.com
***
The main reason I like Firefox is because it's customizable.
Why is customizability important?
Imagine being able to do 2 small things and never seeing a banner ad, flash ad or an iframe ad again? (Remember, pop-ups are already gone)
Imagine being able to pause your computer's music player when the phone rings without having to switch to it?
Firefox puts the power back in your hands!
Firefox - http://getfirefox.com/
Adblock Plus - http://adblockplus.org/
Adblock Filterset.G Updater - https://addons.mozilla.org/firefox/1136/
FoxyTunes - http://www.foxytunes.com/
Firefox Addons - https://addons.mozilla.org/

According to J.D. Power & Associates which is a reputable company in providing the best ratings for companies in practically every industry says for dial-up ISP service it goes to PeoplePC. For Broadband it's WOW! but I've never heard of them so they may not be even located in the U.S. But to see whose the best as far as where you live and what your looking for I recommend you clicking on the link I've provided in the source.

Plus you can sign up for neo and be addicted and so on. It'll ruin your life... just kidding, it's fun and ever so slightly educational. SLIGHTLY. The e-mail is good and it's the fastest dial-up ever.
P.S.

Comcast cable. Much faster than DSL or dial up.
