Any time you are talking domination, you are referring to some type of socialistic or totalitarian system. When people are free to think and do as they feel fit there is no domination and they are more productive and inventive.
You would have more technology with a capitalistic system and a bigger army with a communist system. In the end you would need to start with a free society and end with a dictator ship to facilitate intergalactic domination.

Govt for intergalactic domination. i do not know what is the Govt. for settling disputes of borders between the countries on this very earth. if we succeed in that, we will also succeed in our effort to have govt which would help for an intergalactic domination.

Shoot, we got to deal with those issues before we'll ever be in a position to explore the galaxy, certainly not consider dominating it! We got light years to go in so many ways.
