Your mother, God bless her, is indeed a bit confused.
She's probably confusing Humphrey Bogart with Hubert Humphrey, the 38th Vice President of the US from 1965-1969 (the President was Lyndon B. Johnson).
Humphrey wasn't a wildly illustrious VP. He's chiefly remembered for a memorable pro-civil rights speech he made in 1948, when to do so was not a very popular tactic. His peak as a politician was serving as Vice President under LBJ, whose relatively righteous domestic policies have been largely (and, perhaps rightly) overshadowed by his disastrous stepping-up of the American aggression in Vietnam.
Anyway, the closest Humphrey Bogart ever got to the federal government was being featured on a US stamp in 1997.

Humphrey Bogart never held any kind of political office. I agree that your mother may be confusing the Hubert Humphrey/Ronald Reagon actor, but, who knows.

Was she getting him confused with Ronald Reagan?
I once heard a story about an old studio head who was told that Reagan would be President and he is supposed to have said 'no, Jimmy Stewart as president, Ronnie as his best friend' which summed up Reagan's movie career.
