Yes you can.
As for your second part.
My mother is 4ft 11, my dad about 5ft 8 ... I'm 6ft 1 & my brother is 6ft
Your parents height doesn't affect your own .... though looking at the families as a whole will give an indication.

Yes, it is possible to have a growt spurt after 16 years of age.
Why do short parents sometimes produce children who are taller than them? It's all in the genes. The right combination of genes from the mother's 4 grandparents and the father's 4 grandparents can produce a huge array of physical characteristics in their children, especially if both of them are still young adults.

Tough question...
The best things a girl can do to ensure maximal growth are get good nutrition (think well-balanced diet with plenty of protein, not high in fat) and delay the ONSET of her period.
The period thing is key, for once the body starts producing estrogen, the bones start to harden and fuse at their growth plates, preventing further growth. Girls who are athletic tend to have delayed menarche (age of 1st period). On the other hand, some athletic girls burn as much energy with sports as they take in with food, leaving no fuel for growth (remember what I said about nutrition...)
Typically, a girl will stop growing 2-3 years after menarche. If you are 16, you are probably close to the end of your growth, and near your full adult height (although some girls don't have menarche until 16 years).

There are multiple perspectives on things like height. One of these perspectives is that you get your height from your mom and dad and the family line. Genetics, they call it. But by contrast, it is said that there is something similar to a bigger thread of genetics, which is the human gene. Your parents play a role in what you become obviously, but you are not completely ruled by your genes. Some things will also vary from climate to climate, region to region, and also depending on your diet and emotional state. The governing factor in what you become is change and differentiation itself. Some of this differentiation is genetic, environment, etc.
It is definetly possible for you to have a growth spurt after sixteen but the key to letting your body do what it needs to do is limit polution intake. Polution is a governing factor in what you will become, just like the other ones. If you continue to put toxic things and polution on and inside of your body, do not expect to be beautiful and have a decent height. If you smoke, you need to stop, if you have a nutritional deficiency, you need to correct it. If you drink alcohol excessively, you need to stop. Etc.

Yes, it is still possible to have a growth spurt after 16. Go swimming, eat fresh and nutritious food, and drink lots of milk.

women's growth patterns start earlier and generally end earlier than men's, but yes, it is still possible for you to grow some more.... up until you are 18 or even older.
I am 5'5 and my 3 children are taller than me.... my son is 6'2.
don't worry too much about your height - i understand the frustration you share regarding boorish no minds who tease you about your height - the same as those who are teased about weight, big feet, crooked teeth, baldness etc etc, etc....
just be yourself, stay healthy and active, and smile - I'm sure there are lots of people who love you just the way you are!

My husband was just barely over 5 feet tall when he graduated high school at 17. But, that summer, he grew almost 6 inches. Now, he's 5' 10"....of course, this was all years ago.....
