I reported it to the police and they said it was my fault cause I was in the rd. I said I would not have crossed the rd if someone was coming.

Pedestrians always have the right of way. The officer can mean that it was your fault for not looking where you were going, or walking out in front of a vehicle, but the driver of that vehicle is at fault for the accident. They should be more aware of their surroundings and see a pedestrian walking. If they were going too fast and couldn't stop in time than they should be cited for speeding and careless driving. Sometimes people will walk out from in between two cars and the driver has to respond quickly or rashly, but they shouldnt' be going fast enough in a parking lot to not be able to avoid you. That's pure recklessness.

With a pedestrian vs a car it is always the car that is at fault.

I hope you were in your car, however were you on the correct side of the lane? Were you moving or stopped? It sounds like it was the fault of the other car but we don't know all the circumstances.
