After you've done all your math equations and lumens multiplication, try this old school rule of thumb. One 4 foot bulb for every 18 sq. ft. of space. A 10x15 space gets 8 bulbs. Usually flourescents are mounted in twin-bulb mounts or ceiling boxes containing 2 mounts and 4 bulbs. A 10x15 space then would get two celiling boxes. The clear covers placed in these boxes will reduce and/or increase the light reflection, which will make your light softer or brighter.

On every lighting system, flourescent, incandescant etc theres a rating as per how many lumens it produces. You just have to figure out how many lumens per cubic foot is right for you. For instance if you have a 10x10x8 room, thats 800 cubic feet. Actually instead of doing a math ratio, just read the box it came in.

Unless it is a greenhouse, don't use fluorescent light. It makes people look ugly, increases blood pressure, and distorts colors by increasing the yellow tint too much.

Use Halogen, incandescent or figure out how to use natural lighting if possible.

first you need to know how bright you want the room, then figure the type of fixture you want to install , then find the amount of lumens each fixture will give and then add the desired amount of fixtures till you get the amount of lumens needed for your brightness...

Um...How bright do you want it? Where do you need the light and when you get it there how bright do you want it to be?
There's no hard and fast "code" on such things. It's all a matter of taste.
