The poll percentages represent the people's approval/ disapproval of not only Bush,Cheney and Rumsfeld but also of the Republican Party and it's policies.If the polls were more in their favor , it would indicate that the people were comfortable the way things are being run. I believe the Republicans are worried about lossing in areas that they were once a shoe-in and are campaining really hard not only to gain seats but to avoid losing any.

He has to campaign out there in the country so he doesn't find himself around people who might actually challenge his rationale. I saw him today in his shirt-sleeves again trying to lead a bunch of goofballs in a "What's yer plan?" sort of chorus.

It's to motivate them to actually get ut to vote. A lot of people do not vote in mid-term elections.
