Converting it to another file will reduce the size without sacrificing quality much. However, if you stay within the same format and decrease bitrate, there will be degradation of the sound quality. The result may be really terrible depending on how huge the file is, and the quality at which it was originally recorded. Or it may not be so bad of a compression, like if it's a file of only a person speaking.
