Your town is 20 times the size of mine.
We do a 4th. of July celebration, old fashioned way, a Scot's walk around town at Christmas.
Our county seat is half the size of your town, they have a big flea market near St. Patrick's Day that people come from all over to attend, with a huge tug-o-war event.
I don't know, your town sounds to big and citified for my tastes.
Added: I like the idea below about the junk parade, sounds like fun.

If your near water - then use it. Boats, inner tubes, bath tubs, etc.
If you have a hill - then race down it in anything with wheels.
You have 4 seasons, and Harvest, so that's five festivals.
There are festivals from every racial/country - go through the townspeople and review them, as appropriate for your town, or overwhelming curious - then hold these festivals.
For the kids there are all the music and TV shows to pull festivals from. There maybe an Indian tribe connection to your town, investigate.
Next town over holds the car show 4 times a year. Now that they are old enough to have the car of their dreams - they enjoy showing it off. This could work for boats, planes, trains, plants, everything.
Challenge the neighboring towns/cities to a friendly _______ game or race. (Or old verus young)

Throw a harvest festival that's family-oriented. Have hay rides, games and things like that. Let the kids paint pumpkins and have an art show or something. Get creative and whatever you do, give everyone the chance to own part of it. I live in a small town where the chamber of commerce borrowed from painted cows in other towns and had businesses and groups buy Adorandack deck chairs that were unassembled for $45 each. They assembled them and painted them in some artsy way and then all the chairs were auctioned off for a local organization that needed funds for an elevator. Everybody got to pour themselves into it and watch it pay off for someone else. It was huge success.

A junk parade!!!!
Here's the rules you must build it yourself, preferably out of junk, it must at least try to make it from one end of town to the other, and not loose too many pieces. You can used any kind of power you want, peddle, small engine, big engine. You can build it out of any junk you find, cardboard boxes, washing machine etc. Prizes for the junkiest, ugliest, went the least distance before falling apart, etc.
Prizes trophies made from junk of course.
Have a chili cook off at the same time. What ever groups is putting it on sells t-shirts with the junk logo and saying. Have a contest for the best saying and put them on the t-shirts.
Just my idea. No matter what you do have fun.

Have a friendly contest that will allow the different age groups to participate. Best harvest, chili cook out, bicycle race, mud run race, and drink a lot of wine. If you want to make it bigger ask the mayor to challenge the next town on something.

a town-wide sports even. There's a town in the Orkneys where every year everyone divides into two teams and has to get a specail ball to their goals, one on either side of town.
