Should multinational companies have the same rules and regulations for all countries they are working in?

This is for a college paper I'm working on for a international finance class at Southern Oregon University. It's specifically is in regards to the Mouse Orgy scandal that happend in Walt Disney Paris.

That would probably not be possible, since different countries have different laws, and the companies have to follow the laws of the countries they're operating in. Also, customs vary from country to country, and to be successful, a company has to follow customs of the country they're in.
