the first suggestion is to ONLY have one connection to the computer internet -- and that is in the common area of the home where the parent can view anything the child is on -- and GIVE the CHILD a time limit -- say, 30 mins to an hour depending on whether they have homework or a project due.
The second suggestion is to set up your computer with passwords for your administrative account, and separate accounts for the children -- and I did this and set my children's (now adults and on their own) to under 10 yrs of age rating -- and this is because I KNEW that there were sites out there that their peers (other teenagers) were viewing that I, the PARENT, considered Dangerous, Stupid, Offensive, and could possibly endanger the WHOLE FAMILY -- and as a SINGLE PARENT (and long-term one) -- I, being the one paying the bills -- put MY foot down on this. The rating meant that they could access reference programs, but could not access porno or other offensive content.

Yes there is; you can go to get a firewall (if you don't already have one) and block chatrooms, or you can get a program that will disable the Internet after a certain time, or just allow him to be on for a certain amount of time.

I never had this problem, but had a friend who used to take her keyboard and mouse with her when she went to work. Can't use the computer without them.
I would simply place limits, and enforce them. We have done this with my youngest son's time on the game cube, and if he is told his time is up and does not stop, the power cord is unplugged. Doesn't make him happy, but proves my point as a parent.

there are a variety of "INTERNET TIMERS"... which disables the keyboard and mouse... when the alloted times is UP...
or...
You could be a parent... and make a rule and enforce it.

ummmm......its relly hard lol....im a teenager, and my parents usually say that if im on longer then lik 2 hours a day then im grounded,....and thts a good way to do it.....srry if its not the best answer!
