I see the point of your question. Speed itself is the average velocity, so the term really means 'average average velocity'.
I'd say average speed means bad english bad english, or is it bad bad english?

The average speed of an object tells you the (average) rate at which it covers distance. If a car's average speed is 65 miles per hour, this means that the car's position will change (on the average) by 65 miles each hour.

Average speed is a number derived when you take the number of miles traveled and divide it by the time it took to get to the destination. As you can see, a vehicle can speed up and slow down during a voyage. But the the number of miles driven over the time it took to arrive is the average speed of the trip.

Average speed is what is given by the equation speed = distance / time.
It is the average speed because the speed may have varied at different point of time.
Instantaneous speed, on the other hand, is the speed at a particular point in time.
Not sure if that makes sense to anybody but oh well...
