go to your local mall & look on the sale & clearance racks. you will be able to find super cute clothes there as long as you dig & you have to frequent them. shopping during the week is the best time to find such markdowns & deals. often if you ask the people who work there, they can point you in the right direction. i never pay more than $10 for a shirt. i got 2 shirts at pacsun yesterday for $6 each. i have even found shirts for $2-3 at Macy's.
you just have to LOOK and DIG through lots of clearance racks.
as i have found, walmarts clothes suck and are way more expensive, yet ugly and poorly made in comparison to the bargains i find. i don't even find good finds at Target when it comes to womens/juniors clothing. they are oddly sized & never fit right. places like marshall's & tj maxx have really old styles that are WAY over priced and poorly made.

If you take advantage of the bargains they advertise, you can get cheap stuff almost anywhere! My personal favorite is Macy's. I rarely pay over 12 bucks for a shirt there. Dig in the clearance racks... especially the 65-70% off ones.
