I think it is both. Their pants are a little large for faster dressing and undressing so the suspenders keep them up. Red is a bright enough color to be seen in smoke because I doubt any would want to wear orange.

fire men wear red suspenders so if their in a fire they wont get burned

Today they are still red many for tradition but originally it was seen as an identifier on their clothing that they are firemen.
