The Census Bureau counts you as unemployed if you don't have a job, have looked for work within the last 4 weeks and are available to work. It doesn't matter if you ran out of unemployment benefits or even if you ever qualified for them. The idea that it "doesn't count people whose benefits have run out" is just a flat out lie.

do relize that people come over here & work then claim benefits for wife & kids in another country & its bloody legal,
do you know that if you come out of armed forces after 8 month you get nothing no job seekers nothing

If it is anything like the UK they probably just change the figures to suit themselves. Here - they are put on Incapacity benefit instead or a range of other options to artificially decrease the headline rate of unemployment.

If you run out of benefits you no longer need to report if you're looking for work unintelligent one.
