step 1 :
u may have too many mails
clear your deleted items folder
clear your sent items folder
clear your old mails

this may solve your problem

step 2 :

if step 1: does not solve then uninstall your ms outlook and
reinstall your ms outlook
set up your account
click test connection
and click send/receive

step 3 :

if both step 1 and step 2 don't work

then ping -t (pop3 (incomming mail server ip address and smtp (outgoing mail server ip address)
if timed out then you have problem accessing server
then contact your sys admin
but if pinging is success ful and still
ms outlook does not work then uninstall your ms outlook and install outlook express.

step 4:

if step 1,2 and 3 dont work
then take backup of your data.
go to ms outlook --> tools --> maintenance --> store folder
take a backup of all your .pst files
reformat your hard disk and reinstall all software then copy your data from backup.
then use import to import your mails from .pst files

step 5 :

if step 1,2,3 and 4 does not work
just delete all your mails. all .pst files.
delete your outlook. just hit on the cpu with a hammer
keep quite for some days then simply use web mail.
