The Music Director/Supivisor and directer and creator all work together with that, but usually the Music Division, if you will, does that.

The position is called "Music Supervisor" - in charge of both existing songs utilized in the episode and original score written directly for the episode or theme elements written for the series in general. The same job exists in movies, but is usually only usefor movies which do not have an original score.
