Your desktop machine is wired directly to the router?
Here are some tests to try. At your desktop machine, open a command window

Start / Run then type cmd and click OK
Now ping your NIC [network interface card] by typing this in the command window
ping 127.0.0.1
Hit the Enter key. You should receive 4 replies if your NIC is working. If not, that's your first problem.

If the NIC is good, ping your router... The IP you need to use kind of depends on which router you bought. Belkin tends to use the less typical 192.168.2.1 but if your router is also your DSL modem, you'll need to find out what it's default IP is..
Anyway, ping as before
ping 192.168.2.1
or the more typical
ping 192.168.1.1
and hope for the best...

If your router passes these tests, check your TCP/IP settings...
Start / Control Panel / Network Connections
Right click your wired lan card and choose Properties. On the General tab, select Internet Protocol [TCP/IP] and click the Properties button.

The first settings to try should be to obtain the IP and DNS automatically BUT if there are numbers entered, write them down before making a change! Click OK to make the changes take effect. Either open your browser or go back to the command window and ping www.yahoo.com

There is more to try but I've at least scratched the surface for you...
