They are distantly related.

They share the same taxonomic clade:
Kingdom (Animalia), phylum (chordata), subphylum (vertabrata), class (mammalia), order (Carnivora) but it ends there, cats go on to have the family Felidae and bears the family Ursidae

After family there is still the clades genus and species.

Humans spilt from bears and cats at the order level.

A cat is just as related to a bear as it is a dog, a seal or a raccoon.

No, cats are related to tigers, lions. But distantly related to bears.
For example, pandas are not related to bears, even though they look like.

I guess the answer depends on how closely you mean. Cats and bears are at least in the same kingdom and phylum, because they are both animals and both mammals. Beyond that, they are about as related to one another as we are to either species.

No. Evolutionary Theory is just that...THEORY. Someone PROVE that cats (or dogs) are related to bears.
