No. Since it's the capitol of the country, it's considered outside of any individual state, so that no one state would get all uppity, I suppose. It's a shame, though, because DCites don't have federal representation- that's what's up behind their "No taxation without representation" license plate. They do have a city government, but the feds have a bit of a history of overruling legislation that they don't like. For instance, DC residents voted to legalize medical marijuana several years ago. The federal government decided that it didn't like the city in which it does business to have such a liberal law, so they kinda overturned it. It made the DCites very upset.

No, but it is governed much like a state. DC residents vote for US president (there are 3 electoral votes for the district), but do not have official representatives in Congress (they have non-voting delegates though). There is a city government, but much of the funding comes from the federal budget.
