If they were not given special consideration then there would be no benefit to abide by the law. Then criminals would prefer to shoot police first because they are the ones who get in the way of their criminal activity. But if the penalty is higher for doing so most of them think twice before committing another crime of shooting the police.
Also this extra protection helps to ensure that the public has a qualified police force available.

Their lives have been judged by society to be more valuable than the lives of normal people because of the authority they carry and their job of "serve and protect". It is not the individual person who is important, it is his uniform and badge. You can tell that is true because the cop could be corrupt, a wife beater and could have killed innocent people, but when he dies, he is guaranteed to get high honors regardless of whether he was an honorable person.
