try rubbing compound .

DO NOT USE rubbing compound <--- GO TO THE LOCAL PART STORE and ask for overspray clay it will remove the paint wioth out cutting into the clear coat like rubbing compound..

Have you tried running it thru a car wash first?

My van had the same problem, ran it thru the car wash and the problems washed off
