Yes, she can. It is however very unlikely. If a guy ejaculated in an area close to the vagina, even without entering, it is indeed possible. Sperm swim, and can live for 72 hours, swimming all the while. The only one who can know for sure is your friend, a doctor, and the guy she "didn't" have sex with.. Sucky situation.

Anytime that sperm comes into contact with the vagina there's a possibility to get pregnant, i.e. if the boy touching or inserting his fingers into her had sperm on his hands/fingers, or even if he was rubbing his member against her vagina and either had pre-c*m on it or actually came there. He does not have to actually enter her to get her pregnant.
It's highly unlikely she would actually get pregnant that way, but it cannot be ruled out.
The best way to stay safe is to always use protection, condoms, the pill etc, or to just abstain. Not fun I know, but neither is worrying about being so young and pregnant!
P.S. The hymen does not have to be intact for a girl to be a virgin. It can be broken in other ways than having penetrative sex. The only way a girl is a virgin is if she hasn't had penetrative sex, i.e. a penis has not been inserted into her vagina. (sorry for being graphic!)

If you mean 'virgin' in the sense that she hasn't had intercourse, then yes, it is possible. If she's been sexual with a guy at all, and he ejaculated near her vagina, or it was on her hands and she touched herself, or on his hands and he touched her, then yes, it is possible she could be pregnant. Sperm can be present even without ejaculation, as well.
Or, it would have to be an immaculate conception, and I think God is quite happy with only one Son.
Just another thought: the above scenario (not the immaculate conception part) would be very, very rare and the chances of it happening rather slim. She could simply be taking you for a ride with this one.
*Extra note* Okay, well, I've got 2 thumbs down on this one. To each his own. . .haha. Anyways, firstly, it IS possible to get pregnant without having intercourse, in the manner described by myself and others who have answered this question. Secondly, the hymen is not present in ALL virgin women, and if it is, it doesn't necessarily cover the ENTIRE vaginal opening. If it did, how the hell would menstrual fluids get out? Someone said that semen cannot pass through the hymen; then how does menstrual fluid get out? I think the logic on that is a bit skewed. And thirdly, she may not be (and probably isn't) pregnant. Most young girls are not regular with their periods, and it is a high possibility that your friend's body hasn't settled into a regular schedule.

Yes, all it takes is for a male to ejaculate at the opening of the vagina and the sperm will do the rest. She needs to go get checked. There are free and confidential clinics all over if $$ and confidentiality are what she is worried about. I am a nurse and have been for 12 years.. Good luck and you are a good friend for asking. She is lying to you, a virgin is classed as a female with an intact Hyman! The Hyman has to be broken by a penis penetrating into the uterus, before male sperm can be deposited. There are some females who have a large Hyman that is not really 'torn' after sex but once penetrated by a man then they are not technically, a virgin! In my child developement class (sex ed) we were told that you can get pregnant and still be a virgin. If you are just rubbing against each other, or what not you can get pregnant. Any time semen comes close to the vaginal area it is possible. the sperm can swim and find thier way to the eggs.

Young girls often have irregular periods which may cause them to worry. It can take years before they become regular.
It is possible to become pregnant and remain a virgin if semen swims into your vagina while messing around or if you are artificially inseminated.
