Just curious. I am thinking it would look too eager. I only send thank you notes after in-person interviews. But, I have noticed lately that there seems to be more rounds to the phone interviewing process.

Yes, sound purely grateful and thankful. It depends on how the interview went and what the interviewer is like. If its a nice and soft guy, send. If not, don't send.

I would. Managers appreciate the note and it helps in decision making. A note of appreciation demonstrates that an applicant is genuinely interested in the job.

I honestly don't think I would send a message. I think it looks somewhat over eager.

Yes, it's still time and time is precious. What's wrong with being eager? I wouldn't want someone on my team if they weren't eager to be there.

As an employer, I would be impressed if someone sent me a thank you note. It would make you stick in the employer's mind.

I don't see why not. If you don't want to seem "eager" keep it simple. "Thanks for the consideration" or something, nothing too fancy.
