Do speed cameras vans work if a car is park behide it?

heck yea they can. I found out the hard way. here they are putting up red light cameras and speeding camera all over the place. I was going eight miles over the limit and that damn white van got me. I got a ticket in the mail. Alot of people are trying to fight them here. what really gets me is that they have the speed camera on the poles and than not even five miles down they have the famous white van. They are even saying that if you go even 1 mile over the limit ,they will send you a ticket. its only 5 dollars and it does not go on your record, but i still think that's BS.
